Yes, that's intentional. Otherwise most infoboxes are too long for meaningful mobile display.

On the topic of collapsible text, is there a way to collapse sections (outside of the infobox, that is) in mobile view? Since we should avoid using <div>, I'm looking for an alternate way to do the following, that would also work in mobile view.

There's not a good way to do that while avoiding <div>, except to use <span> for short pieces of text.
However, if you can provide some valid use cases on why this kind of element would be be helpful to have on desktop and mobile, this would be a good place. ?
